League Rules

Thank you for being a part of the League, by Central Coast Youth Baseball. This league is the largest in Northern California, and would not be possible without the countless hours donated by volunteers and coaching staff.  We strive to maintain a competitive, safe, and fun atmosphere for all involved. We thank you for your support.

We will use open rules (OBR) for divisions 13U and below, all divisions 15U-18U will use NFHS rules and both will have modifications* based on the listed items below.

Batting Cages and Team Warm-Ups

For all teams, one hour prior to your game you will have access to the batting cages. Only 20 minutes are allowed per team, each team is permitted soft toss into the provided BowNets (only baseballs are to be used; no weighted balls). You must provide your own baseballs. Please make sure to wear sneakers or turfs inside the cage, no cleats.

The fields are available for games, and pre-game warm-up only (Time Permitting). Please be respectful to those teams using the facility at the same time as you, we have 4 fields being used at one time.

No Soft Toss on any field or on any open area within the complex. Please do not hit baseballs, wiffle balls, or weighted balls into any fence. Do not set up any nets on any field.

The Batting Cage is the designated area for swinging bats.

Time and Bat Regulations per division

Game time limits. No start of a new inning once time has expired. 

8U - 1hr 40m, Bats -10 must be USSSA, USA approved

12U - 1hr 45m, Bats -10 must be USSSA or USA approved

13U - 1hr 45m, Bats -10 must be USSSA or Wood Composite

15U - 1hr 50m, Bats -3 must BBCOR, or Wood Composite

18U - 1hr 50m, Wood Bat Only, or Wood Composite

Baseballs
We will provide all umpires with 4 baseballs. Please have your players going after foul balls outside the field of play immediately. The home team is responsible to provide game balls once all baseballs have been exhausted. All baseballs are NFHS certified.

Scoring
All official scoring will be managed and maintained by CCYB via umpires on all fields. It is your responsibility to have your line-up submitted no later than 15 minutes prior to game time, failure to do so can result in forfeiture of your game. All offensive and defensive substitutions must be reported to the home plate umpire during the game to maintain accurate stats. All substitutes must be listed on your lineup card with the proper uniform number when submitted.

Run Rules
Mercy Rules - 15 after 3 innings, 10 after 4 innings, 8 after 5 innings, 

Dropped 3rd Strike
In effect for every age group except the 8U Division

Roster
A minimum roster of 10 must be always maintained, and a maximum roster size of 15 will be allowed.

Non-registered players must be reported to the league and must be accepted by CCYB prior to being rostered on any team.

Courtesy Runner
The last batted out may run for the catcher or pitcher. 

Batting Order:
Teams may bat any number of players and retain subs but must keep the same total number of batters they started with: For example: 11 batters and three subs must finish with 11 batters. Batters not listed defensively will be extra hitters (EH) and may rotate anywhere on the field like starters, max of 2 (EH)13U/15U/18U. If a team finishes the game with fewer players than they started, the team must take outs in the vacant positions (NO EXCEPTIONS). Teams 12U and younger have the OPTION to 'Bat the Entire Roster'. You MUST bat every player on the roster. 

Misconduct
Any player or coaching staff misconduct will be warned by the umpiring staff, any ejections will hold for the remainder of the game, and ejected players, and coaching staff must vacate the premises for the remainder of that day, including doubleheaders. A second ejection will mandate a league board meeting and may be grounds for dismissal for the remainder of the season.

PROFANITY WILL NOT BE TOLERATED AT ANY LEVEL OR ANY TIME. EACH TEAM WILL BE GIVEN A VERBAL WARNING. ANY INFRACTION AFTER WILL LEAD TO EJECTIONS. SET THE EXAMPLE!  NO TRASH TALKING! IT'S ONE THING TO GIVE YOUR TEAMMATES A HARD TIME BUT DO NOT CROSS THE LINE AND TALK TRASH TO YOUR OPPONENT STAY WITHIN YOUR TEAM IN A POSITIVE WAY.  COACHES/TEAMS ARE ALSO RESPONSIBLE FOR THEIR FANS, RUDENESS, PROFANITY, OR MISCONDUCT.

Pitching
Please use USA pitch smart as a reference for your player’s use. mib.com/pitch-smart

We highly recommend you use Pitch Smart recommendations to manage your pitcher’s health and safety. Pitch Smart rules will be in effect for the end-of-season tournament.

Fake to 3rd rule, Mound Visits
8U - 12U No feint 3rd base to 1st base this will be a BALK. OBR in effect.

13U/15U - 18U Feinting to 3rd base, (while occupied) and then to 1st (while occupied) is a legal move, NFHS (Rule: 6-2-4 and 2-28-5).

*All levels: A Pitcher must be replaced after a second visit to the pitcher's mound.

Practice Field Availability

Must be booked online for a maximum of one day of use on CCYB Fields at Manzanita Park. Any discrepancies will reference the booking calendar.
